Richard Ormon “Dick” Carter 1950 – 2023 Obituary November 22, 2023November 22, 20230 Richard Ormon “Dick” Carter, beloved husband, father, and grandfather, passed away on Nov. 10, 2023, at the age of 73. He leaves behind a legacy of love, strength, and unwavering commitment to his family. Richard was born to Miriam and Ormon Carter, in Burns, where he was raised with three of his siblings: Bob, Ron, Linda and Karen. Early in life, Richard met Shandel Carter, his wife and partner in life, with whom he shared countless precious moments and a bond that stood the test of time. Richard’s proudest accomplishment and ultimate legacy is the family and life he built with Shandel. He eagerly signed up for the Navy, excited for the thrills of military life. He swiftly moved up the ranks, taking his family and himself on one heart-pounding adventure after another while serving his country proudly. The boy born and raised in rural Harney County, went on to travel the world, gaining worldly experience and embarking on once in a lifetime experiences. Only once his glass was overflowing from a life well lived did he return home to Burns, to enjoy his retirement. Upon his return he jumped straight into helping his second love, his community. Richard was strong willed and stubborn at times, but he also had an enormous heart and wonderful sense of humor. He was generous, loyal, and brave. He was clever, a great storyteller, and full to the brim with knowledge gained through all his life experiences. He will be remembered for all the heart he shared with his friends and family. He truly loved each of them, and if you knew him, you knew it. When his time came, he carried himself with dignity, strength, and full of love for those who went before him. He will be missed dearly. Richard is survived by his wife, Shandel; and his children: Lloyd Pratt (Leilani), Ron Pratt, Duane Carter (Shanta) and Tia Carter; and sister, Karen Carter. The joys of Richard’s life were amplified by the presence of his grandchildren and great-grandchildren, who brought him immeasurable happiness. His grandchildren: Kamren (Tiffany), Kory (Alyssa), Kassidy (Evan), Anthony, Breeanne (Nolan), Preston, Jorrin, and Trey; and his great-grandchildren: Andie, Bryce, Camden, Lexi, Keegan, and Maddox, all held a special place in his heart. Richard was proceeded in death by his parents, Mariam and Ormon Carter. Grandparents, Orville and Mildred Corbett, Ormon and Mabel Carter. His aunt and uncle, Cork and Linda Corbett. His siblings, Ron, Bob and Linda Carter; and brother-in-law, Ray Botkins. The family will be holding a memorial service to honor Richard’s life and the impact he had on those around him. Services will be held Friday, Nov. 24, at 1 p.m., at Saint Andrews Episcopal Church, 393 West A Street in Burns, followed by a graveside service, then a gathering at the Pine Room.
