Richard Ormon “Dick” Carter passed away on Nov. 10, 2023, at the age of 73.

Services will be held Friday, Nov. 24, at 1 p.m., at Saint Andrews Episcopal Church, 393 West A Street in Burns, followed by a graveside service, then a gathering at the Pine Room.
